Do I need to uninstall all my FNIS-dependant mods and, once I set up FNIS XXL correctly, install them again, OR can I just set up FNIS XXL and hit "reinstall mod" in MO2 for all the mods that need FNIS? You can expand memory to SKSE but FNIS is capped at 8.000. You can install FNIS XXL which will do 12.000 animations.
